European business arbitrage

Somewhere, a market is overpaying for what you already know how to do.

Europe runs the world's largest subsidy machine, and its opportunities are scattered across 30+ markets, 24 languages and a thousand registries nobody reads. Arbitra reads them — and matches demand gaps, subsidies and skills shortages to your competences, capital and goals. Entering, expanding or scaling in Europe, wherever you're based: you get a ranked opportunity report and a 90-day entry plan.

Opportunity radar — live signals
How it works

From profile to plan in three moves

This is a real sequence — each step feeds the next.

1

Tell the engine who you are

Your background, competences, capital range and growth goal — starting fresh or scaling an existing business. Two minutes, any language.

2

Get your arbitrage report

The engine ranks live opportunities by spread score: where subsidies, unmet demand or skills gaps make your exact profile unusually valuable right now.

3

Validate with a sector expert

Book hours with a vetted operator in that market. Pressure-test risks, licences and first customers — leave with an action plan, not a hunch.

Your profile

The engine reads it to learn what you do and what to watch for you. Demo parses text files; production reads PDF/DOCX and crawls your website too.

Demo: English. In production, ask in any of 100+ languages — the report comes back in yours.

Opportunity radar

What the engine is tracking this quarter

A live sample from across the EU, UK, Nordics and reconstruction markets. Every signal is sourced from subsidy programmes, trade data, vacancy statistics and price spreads — refreshed continuously.

Method & sources

Where the answers come from

You're about to make decisions with real money. You deserve to know how the engine thinks — and where it stops.

Public data, read like an analyst

Eurostat, the EU Funding & Tenders portal, national subsidy registries, UN Comtrade trade flows and national vacancy statistics — monitored continuously, cross-checked before they become a signal.

What the spread score measures

The overlap between your competences and a market's unmet need, your capital fit, and the strength of current drivers. Our scale tops out at 88 on purpose: no market is a sure thing, and a tool that says 99 is selling, not scoring.

What we don't promise

No guaranteed returns. Markets move, subsidies get revised, competitors exist. That's why every report ships with a risk map — and why the Validation Sprint puts a human operator between you and your capital. Decision support, not investment advice.

Pricing

Pay for the spread, not the search

One good arbitrage pays for itself a thousand times over. Start free, upgrade when you're ready to move.

The expert bench

Operators, not consultants

Every expert has built or run a business in the exact market you're entering. Illustrative profiles below — the bench grows with every market we cover.

EN

Energy & installations expert

DE / NL heat-pump & solar market

12 years building installation businesses in Germany. Knows the subsidy paperwork, the certification path, and where crews actually come from.

TX

Timber & modular construction expert

UK / IE / Nordics export

Scaled a Baltic timber-frame exporter from 12 to 140 employees. Knows the buyers, the building codes and the margins at every step.

LG

Logistics & trade expert

Baltic–Nordic corridors

Former COO of a cold-chain operator. Can tell you in one call whether your route, licence and unit economics survive contact with reality.

Second chances

People who stopped waiting for their market to improve

Some were stuck for a decade. Some just needed someone to say the obvious out loud. All of them found their spread.

For ten years I thought my market was my town. Turns out it was just my comfort zone with street lighting. The report pointed at reconstruction tenders — we bid as a consortium, and my seven-person pump company now services forty stations.

Pump installation company, 7 → 19 employees · Lithuania → Ukraine reconstruction
2.1× revenue in 14 months

My boss said I'd be back in six months. He now asks if I'm hiring. I left corporate energy, took the certification path from the 90-day plan, and my crews install heat pumps where the subsidy pays 70% of every invoice.

Ex-corporate energy manager · Lithuania → Germany
€0 → €40k monthly revenue in 7 months

We were selling planks. The report told us to sell houses. Same trees, same sawmill, three times the money — and the British buyers came to us because nobody there can build fast enough.

Family sawmill, stuck at the same revenue since 2016 · Lithuania → UK modular kits
Margin 8% → 19%

The report gave me the idea. The expert deleted half my plan in one call and saved me €80 000 of mistakes I had already budgeted for. That was the most profitable three hours of my life, and I once found a wallet.

Logistics founder, Validation Sprint client · Baltics → Nordic cold-chain
€80k of mistakes cancelled before spending

FAQ

Fair questions

Who is behind Arbitra?

The Gooliver team — consultants who have spent the last decade running EU-funded growth projects and moving businesses across borders. Arbitra is that experience turned into an engine, so it doesn't depend on catching us on a good day.

Where does the opportunity data come from?

From public and commercial sources the engine monitors continuously: EU and national subsidy programmes, trade statistics, vacancy and skills-shortage data, price indices, procurement pipelines and regulation changes. The AI layer reads them the way an analyst would — then matches them to your profile.

Is the report really personalised, or a template?

Personalised. The same market looks completely different to a bizdev professional with an energy background and €50k than to a manufacturer with 40 staff and €2M. The ranking, the entry plan and the risk map are all computed from your inputs.

Can I use it in my language?

Yes. Ask in any language, get the report and the plan in that language. This demo runs in English; the production engine answers in 100+ languages.

Who are the experts?

Operators who have built or run businesses in the target market — vetted manually today, with a marketplace ("gig engine") planned so experts can join, get rated and be booked automatically.

What if the opportunity doesn't work out?

Arbitra is decision support, not a guarantee. That's exactly why the Validation Sprint exists: a sector expert stress-tests the idea against licences, competition and unit economics before you commit capital.
